III <br />George Bail, of Frizzell Architects, noted that the low <br />bidder was low by a substantial amount; he therefore, called them <br />and determined that, although they would,have been happier not to <br />leave so much money on the table, they felt confident in their <br />figures and were eager to be awarded the contract. Mr. Bail <br />informed the Board that RSH Constructors has an excellent <br />reputation; he has had good experience with them on the St. <br />John's jail, and he has no hesitancy in recommending that they be <br />awarded the contract. Mr. Bail then reviewed Alternate 1, <br />noting that roller chain is more flexible and less likely to jam, <br />staff would prefer it, and they, accordingly, recommend this <br />alternate be accepted, which will result in a credit of $1,500. <br />Commissioner Bird felt it was interesting that the low <br />bidder gave us a credit on this while the second low bidder <br />wanted to charge over a hundred thousand dollars additional for <br />the same item. Mr. Bail could not account for this. <br />Mr. Bail felt the alternate on roofing is very good and <br />recommended that it be accepted, but noted that Alternate 3 re <br />solar heating is more of a question. <br />General Services Director Dean reported that there is a <br />system on the market that can be used with the type units we are <br />putting in; it is less expensive to install and the savings may <br />be more. He would like to give this information to the architect <br />for consideration. <br />Chairman Lyons was in favor of getting another reading on <br />the savings involved, and Commissioner Scurlock noted that there <br />is a recovery time of 15 years. <br />Commissioner Bird asked if the jail is being constructed so <br />the solar equipment could be added at a later time, and Mr. Bail <br />felt sure it could. <br />Commissioner Scurlock wanted further assurance that the <br />contractor is confident with their low bid. He believed we have <br />hired a very competent architect and he looked forward to <br />building the jail without a lot of change orders. <br />70 <br />
