Mr. Bail noted that in the case of the St. John's jail, <br />which is about 55% complete, the contractor's price at present is <br />slightly lower than when it started. <br />Donald Cobb, Vice President of RSH Constructors, informed <br />the Board that he does not see anything in the plans that would <br />cause a significant problem, if the scope of the contract is not <br />changed. He confirmed that they are doing one jail already at <br />St. John's and the price has gone down considerably up there. He <br />believed the jail plans are good and that there is a good set of <br />contract documents. <br />Administrator Wright asked if RSH could bring the jail in <br />ahead of schedule, and Mr. Cobb stated that at the low price they <br />quoted, he certainly would hope they could. <br />Tom Stowe, project representative, stated that he has looked <br />at the plans very thoroughly and did not see anything apparent <br />that will require a change order. Mr. Bail spoke highly of Mr. <br />Stowe's background knowledge and expertise and stated that he was <br />confident of his ability. <br />Commissioner Scurlock inquired if anyone present objects to <br />the awarding of the bid to the low bidder, and no one did. <br />Commissioner Bird asked how we handle the written.complaint that <br />was received. <br />Attorney Brandenburg reported that the complaint received <br />contended that the bid bond submitted by RSH did not contain <br />their corporate seal. That is a fact, but in the Board's <br />instructions to bidders -and the way we bid, the Board is able to <br />overlook and waive any little technical difficulties with the <br />bid. The Attorney, therefore, suggested there be a Motion <br />waiving this particular technicality. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously (4-0) <br />waived the requirement that the bid bond contain <br />the company's corporate seal. <br />71 <br />MAR 6 1985 BOOK.
