r <br />MAR 6 1985 BOOK 60 FACT x.13 <br />Commissioner Bowman asked about the solar heating alternate. <br />Chairman Lyons noted that the solar hearing can be added later, <br />and until the savings can be clarified, it was his suggestion <br />that we do not accept Alternate 3. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously (4-0) <br />• awarded the contract on the Jail to low bidder <br />RSH Constructors in the amount of $3,772,820, <br />approved Alternate 1 and Alternate 2 with <br />respective decreases of $1,500 and $2,339, and <br />authorized the signature of the Chairman. <br />Commissioner Scurlock brought up the 5% sales tax, and <br />believed it was the Commission's desire to take advantage of <br />purchasing some large items directly. He felt this is being done <br />on the St. Johns jail. <br />Mr. Cobb did not feel this is worth the time involved; there <br />are administrative costs involved and it requires a separate <br />accounting system. RSH cannot write the purchase order; it must <br />be written by the County; and it is a complicated procedure. <br />Director Dean reported that he talked to the purchasing <br />agent in St. Johns County; there the company issues a purchase <br />order and sends it to the County, and the County, in turn, issues <br />their order using their number with a slash and the contractor's <br />number. <br />Attorney Brandenburg stated that he would like to talk this <br />over with the contractor, and the Board and Mr. Cobb agreed. <br />RADIO TOWER FOR COUNTYWIDE COMMUNICATIONS <br />General Services Director Dean reviewed the following memo: <br />77 <br />72 <br />
