Keatiing, MCP <br />Planning & Development Director <br />FROM' Art Challacombe Moratorium Ord. <br />Chief, Environmental PlaPX,�fRENCES: ARTCHA <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of March 13, 1985. <br />DESCRIPTION & CONDITIONS <br />On November 15, 1984, the Hutchinson Island Resource Planning <br />and Management Committee identified certain deficiencies in <br />Indian River County's compliance with the Hutchinson Island <br />Plan and recommended to the Governor and Cabinet that the <br />County undertake certain actions to correct those deficiencies. <br />If the. County does not take action which resolves these <br />deficiencies, the State Legislature could designate all of <br />Hutchinson Island, including Indian River County, as an Area of <br />Critical State Concern, thereby permitting the State to review <br />and approve all development orders on the barrier island. <br />On February 14, 1985, -the Planning and Zoning Commission held a <br />public hearing on a proposed ordinance imposing a moratorium <br />on the review and approval of residential development on the <br />barrier island. After listening to public input, the <br />Commission voted 3 -to -0, with one abstension, to recommend to <br />the County Commission that the moratorium ordinance be adopted. <br />ALTERNATIVES & ANALYSIS <br />The transportation requirements'of the Hutchinson Island Plan <br />have the most significant impacts on future barrier island <br />development. Of particular importance is the Plan requirement <br />that each unit of -local government approve only those projects <br />whose traffic generation will not exceed the capacity of the <br />principal transportation system. Since the County is in the <br />process of preparing a traffic impact analysis which will more <br />specifically determine the transportation system's capacity and <br />trip generation rates.for barrier island development, the Board <br />of County Commissioners felt that some mechanism should be put <br />in place which would restrict development and preserve the <br />County's options until the traffic impact analysis is complete. <br />Toward that end, the Board on February 6, 1985, adopted a <br />resolution limiting development on the barrier island to three <br />units per buildable acre. This moratorium ordinance would <br />serve to implement that resolution by formalizing the <br />development restrictions. <br />The proposed ordinance restricts all development approvals to a <br />maximum of three residential units per acre.
