MAR 13 1995 BOOK C 0 FAGF ", 39 <br />1) Single-family & multi -family units; <br />2) Hotels & motels; <br />3) Recreational vehicle parks <br />In calculating the maximum density on a particular parcel of <br />land, the ordinance allows a developer to cluster units on a <br />portion of the parcel, providing that the gross density for the <br />parcel does not exceed the three units per acre criteria. A <br />deed restriction or other legal document, which prohibits <br />further development of the remainder of the parcel, would be <br />required from the developer. <br />The ordinance is designed to keep the moratorium in force until <br />the issues related to land use, transportation, and hurricane <br />evacuation can be resolved by the County and accepted by the <br />Florida Department of Community Affairs, (D.C.A.). The <br />ordinance does not apply to projects that have previously <br />received site plan or preliminary plat approval. <br />RECOMMENDATION <br />Based on the above analysis and the Planning- and Zoning <br />Commission's recommendation, staff recommends that the <br />moratorium ordinance be approved. <br />Art Challacombe, Chief of Environmental Planning, <br />presented staff's recommendation for adoption of the <br />proposed moratorium ordinance. He explained that no date <br />can be set for the expiration of the moratorium until the <br />results of the traffic study are evaluated. <br />Planning & Development Director Robert Keating advised <br />that staff has been in contact with the Dept. of Community <br />Affairs several times this past month and they have <br />indicated that they are monitoring the actions of the County <br />very closely. He felt that it is very important to have <br />this moratorium in effect to indicate the County's good <br />intentions to comply with the Hutchinson Island Resource <br />Management Plan. He pointed out that only 750 developable <br />acres on the barrier island will be substantially impacted <br />by the density limit of 3 units per acre because more than <br />half of the barrier island is limited to 3 units per acre <br />now under the Land Use Plan. <br />16 <br />
