Commissioner Scurlock reported that some residential <br />units on the barrier island are being used for motel/hotel <br />use on a short term basis. He felt we need to identify the <br />number of trips generated by the motel/hotel use, as opposed <br />to residential use, in order to determine how the owners are <br />going to be assessed to pay for any improvements that may be <br />called for when the traffic analysis is completed. <br />Director Keating advised that the traffic analysis <br />consultants are echoing Commissioner Scurlock's opinion that <br />rental units significantly increase the number of trips <br />generated. <br />Commissioner Scurlock did not know if the rentals were <br />an allowable use in a residential zoning district, and <br />though he is not opposed to the rentals, he just wanted to <br />make sure that we collect the proper impact fees. <br />Commissioner Wodtke understood then that the moratorium <br />is only going to affect the LD -2 and would give the LD -1 <br />area the maximum allowable density. <br />Administrator Wright announced that a preliminary <br />traffic analysis would be brought to the Board sometime in <br />mid-April as the consultants have asked for an extension due <br />to employees being out sick during the recent flu outbreak. <br />Commissioner Scurlock believed that an impact ordinance <br />could be in place by August or September. <br />Commissioner Wodtke suggested that we insert a definite <br />timeframe into the ordinance, but Attorney Brandenburg <br />recommended against that because it would involve a very <br />cumbersome notification process if the time limit had to be <br />extended at some later date. <br />Commissioner Lyons felt it was premature to amend the <br />proposed ordinance at the present time. <br />Chairman Lyons opened the Public Hearing and asked if <br />anyone wished to be heard in this matter. <br />17 <br />MAR 13 3985 aooK 0 <br />J <br />
