Commissioner Bowman felt if revetments are put in, you can <br />depend on having to pump in a few years. <br />Frank Zorc, interested citizen, suggested the Committee call <br />the DNR to define armoring, which he felt pretty well covers <br />every hard surface that goes on the beach. Mr. Zorc questioned <br />the make-up of the Beach Preservation and Restoration Committee, <br />how it is functioning, and who make the appointments, as he felt <br />it is too one-sided. It was his belief that when members of the <br />Committee went to Tallahassee to object to the Governor's <br />opposition to revetments, they were not representing everybody in <br />the county. <br />Commissioner Scurlock informed him that the County <br />Commission makes the appointments, and Commissioner Bowman <br />pointed out that the Committee includes two people from Harbor <br />Branch Foundation. <br />Mr. Zorc still felt it is totally one-sided, and was happy <br />that the State did not listen to the Committee's objections but <br />adopted their proposed guidelines restricting the use of <br />revetments, etc. He further noted that Mr. Gross has been to <br />Tallahassee and wished to know whom he represents and if he is <br />supported by a group which pays his expenses. <br />Mr. Gross stated that everywhere he goes, he always speaks <br />as an individual representing only himself; he has no financial <br />interests in any piece of property; and he pays his own expenses. <br />He felt if Mr. Zorc had more such questions, they could be <br />answered outside the Commission meeting. <br />Commissioner Wodtke asked if ACT pays Mr. Zorc's expenses, <br />and Mr. Zorc stated that they do not. <br />Mr. Zorc felt what the Committee eventually will conclude is <br />that the only solution is sand pumping. He commented that in a <br />sand pumping project approved in Miami, the 13 seafront property <br />owners are putting up $963,000 towards the renourishment and the <br />county is only putting up $108,000, or about 9-1. <br />104 <br />He felt the <br />BOOK Co f' E 2r,9 <br />
