LIAR 2 0 1995 <br />BOOK ?0 P,gCE z� <br />Commissioner Bird did not feel there is any problem with any <br />of these as far as general objectives that the Commission and the <br />Committee would work towards. He concurred that he also did not <br />want jetties and rock revetments, but felt it does reach a point <br />when the buildings themselves may need some type of final <br />protection; he did want to be sure, however, if that point is <br />reached, that there is some protection of the beach so that there <br />is some sand. <br />George Gross, committee member, noted that objective number <br />two is a recreational sandy beach. He believed we need to make <br />sure we do have a recreational sandy beach and we certainly, <br />therefore, are not going to do that which is going to destroy it. <br />However, if some combination of factors should result in a <br />situation where there is nothing to do but to put in something <br />rigid and the beach cannot be retained, possibly a plan can be <br />worked out providing for an impact fee to be paid by the person <br />who puts in that revetment, the fee to be used to develop other <br />beaches. <br />Commissioner Scurlock felt the problem is that we will have <br />people who say they have to armor right now, and he emphasized <br />that it must be made plain that if�they are going to put in a <br />rock revetment, they also are going to have to reestablish the <br />beach, and this must be addressed right up front. <br />Commissioner Wodtke felt possibly the committee could add <br />another objective that might address the concern that armoring is <br />a last resort. He agreed that we don't want to have such things <br />as a vertical exposed seawall, but he could see some circum- <br />stances where that could be a protective device both public or <br />private with the addition of.a required amount of sand. <br />Commissioner Scurlock stated the thing that he would be most <br />concerned about that is where you have a situation such as the <br />City of Vero Beach where they are concerned about buildings <br />falling in the ocean, and they run in and put in a seawall from <br />end to end and without the sand, and then goodby beaches. <br />103 <br />
