PROPOSED BEACH EROSION CONTROL & MANAGEMENT PLAN OBJECTIVES <br />1) Protect and stabilize the beach/dune system from erosion. <br />2) Promote a recreational (sandy) beach. <br />3) Provide suggested methods of wave and flood protection to <br />upland public and private properties. <br />4) Provide a mechanism for active participation by the public <br />and local governments in approving financing of erosion <br />control projects. <br />5) Promote coastal and marine environment protection. <br />6) Provide for public access to beach areas. <br />7) Insure positive benefit/cost ratio for all erosion <br />control projects. <br />8) Implement a management plan that provides cost effective- <br />ness as well as equitable cost distribution. <br />9) Provide uniform regulations for coastal construction <br />projects. <br />10) Develop a public awareness program emphasizing the need for <br />coastal erosion control and management. <br />Commissioner Wodtke stated that they would like some <br />determination re meeting these goals and objectives and need more <br />guidance from the Commission re selecting proper consultants to <br />do the necessary study and research. He then proceeded to review <br />the ten objectives listed. <br />1) In regard to protecting and stablizing the beach/dune <br />system, Commissioner Wodtke reported that since the beach dune <br />system is what protects the overall barrier island, the committee <br />feels any study should cover from A -1-A to the ocean from inlet <br />to inlet, as well as off -shore shoals, reefs, etc. <br />2) The committee feels that it is important to maintain and <br />have a recreational sandy beach and wished to know if that is <br />acceptable as an objective. <br />Commissioner Scurlock stated he had no problem with any of <br />the objectives listed except the first one, but he would want to <br />include some language in there not to include armoring. <br />Commissioner Wodtke agreed this is a concern, but felt it is <br />hard to define "armoring," i.e., does "armoring" include a <br />protective device that is covered with sand? <br />102 <br />MAR 2 0 1985 Bou60d.; ` <br />
