KeatinV AICP <br />Planning & Development Director <br />FROM: R hard shearer, AICD REFERENCES: <br />Chief, Long -Range Planning <br />PHILLIPS REQUEST TO RE- <br />ZONE 4.68 ACRES FROM <br />C-1, COMMERCIAL DIS- <br />TRICT, AND R-2, MULTI- <br />PLE -FAMILY DISTRICT TO <br />RMH-8, MOBILE HOME <br />RESIDENTIAL DISTRICT <br />ZC-116 <br />RICH2 <br />It is requested that the data herein presented -be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of March 20, 1985. <br />DESCRIPTION & CONDITIONS <br />Paul and Elisabeth. Phillips, the owners, are requesting to <br />rezone 4.68 acres located on the east side of Old Dixie <br />Highway, west of the Indian River, and north of Sebastian from <br />C-1, Commercial District, and R-2, Multiple -Family District (up <br />to 15 units/acre), to RMH-8, Mobile Home Residential District <br />(up to 8 units/acre) . <br />The applicants are proposing to rezone their mobile home park <br />to an appropriate zoning district. <br />On February 14, 1985, the Planning and Zoning Commission voted <br />4 -to -0 to recommend.approval of this rezoning request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on <br />environmental quality. <br />Existing Land Use Pattern <br />The subject property contains the El Capitan mobile home park. <br />North of the subject property are four single-family <br />residences, a duplex, and vacant land zoned C-1, R-2, and R -2B, <br />Multiple -Family District (up to 8.1 units/acre). East of the <br />subject property is.the Indian River. South and west of the <br />subject property is a mobile home subdivision zoned R-1PM. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and <br />all of the land around it as MD -1, Medium -Density Residential 1 <br />(up to 8 units/acre). The MD -1 land use designation allows <br />single-family, multi -family, and mobile home residential <br />development at densities up to 8 units per acre which will be <br />regulated by the zoning ordinance. The proposed RMH-8 zoning <br />is in conformance with the MD -1 land use designation and is <br />consistent with the R-lPM zoning west and south of the subject <br />property; this R -IPM zoning will be changed to RMH-8 in the <br />near future when the existing zoning districts are converted to <br />the newly established residential districts. The existing C-1 <br />and R-2 zoning districts are not in conformance with the MD -1 <br />land use designation. <br />22 <br />
