ai <br />MAR 2 0 1995 Boos 60 NUnE?04 <br />Transportation Svstem <br />The subject property has direct access to Jungle Trail <br />(classified as a Scenic Road on the Thoroughfare Plan). The <br />maximum development of the subject property under the RS -3 <br />zoning would generate 683 average annual daily trips (AADT). <br />The County anticipates that this development will be connected <br />- - - to State Road A -1-A by a secondary collector road that will run <br />along the south end of the subject property. <br />Environment <br />The "subject property is not designated as environmentally <br />sensitive. However, the major part of the subject property is <br />in an A9 (Elevation 7) flood hazard zone. The A9 flood zone <br />includes areas within the 100 year flood plain. The northeast <br />corner of the subject property is in a B flood hazard zone <br />which includes areas between the 100 year flood plain and the <br />500 year flood plain. <br />Utilities <br />The subject property is not presently served by County water <br />nor wastewater facilities. However, the County Utilities <br />Division has stated that the subject property will receive <br />water from the North Beach Utilities Company franchise. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Planner Shearer noted that all of the subject property is in <br />the LD -1 area, except for a small strip 17' wide, which is <br />designated LD -2 and zoned R-1; the rest being zoned Agricultural. <br />The proposed RS -3 is in conformance with the Land Use Plan desig- <br />nations; it is consistent with the moratorium; and the applicants <br />do intend to subdivide for a single family subdivision. <br />none. <br />The Chairman asked if anyone wished to be heard. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />There were <br />Commissioner Bowman, the Board unanimously closed <br />the public hearing. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously adopted <br />Ordinance 85-25, rezoning the subject property <br />to RS -3 as requested by Central Groves Corp. <br />28 <br />
