Keating, 6TICP <br />RM -10 <br />Planning & Development <br />Director <br />FROM: Richard Shearer, AICP REFERENCES: ZC-119 Memo <br />Chief, Long -Range Planning RICH2 <br />Itis requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of March 20, 1985. <br />DESCRIPTION & CONDITIONS <br />Mr. Ed Schlitt, trustee, is requesting to rezone approximately <br />4 acres from R-21 Multiple -Family District (up to 15 units/ <br />acre), to C-1, Commercial District, and to rezone approximately <br />6 acres from C-1, R-2, and R-1TM, Transient Mobile Home <br />District, to RM -10, Multiple -Family Residential District (up to <br />10 units/acre). The subject property is located 600 feet east <br />of U.S.#1 and north of 4th Street. <br />This request was prompted by the County's attempts to acquire <br />right-of-way for the Indian River Boulevard extension. The <br />applicant is requesting to have his property located west of <br />the Indian River Boulevard zoned commercial and the property <br />located east of the Boulevard extension zoned residential. <br />On February 21, 1985, the Planning and Zoning Commission voted <br />5 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the <br />application will be presented. The <br />description of the current and futur <br />surrounding areas, potential impacts <br />utility systems, and any significant <br />environmental quality. <br />Existing Land Use Pattern <br />reasonableness of the <br />analysis will include a <br />e land uses of the site and <br />on the transportation and <br />adverse impacts on <br />The subject property contains an old citrus grove, an old <br />mobile home park site, and undeveloped land. North and east of <br />the subject property is undeveloped land zoned R-2 and R -2C, <br />Multiple -Family District (up to 12.1 units/acre). South of the <br />subject property is Vista Royale Gardens zoned R -2C and C-1. <br />West of the subject property is a convenience store, a radiator <br />repair facility and vacant land zoned C-1. <br />Future Land Use Pattern <br />The Comprehensive Plan designates most of the subject property <br />as MD -2, Medium -Density Residential 2 (up to 10 units/acre). A <br />small part of the subject property is included in the 600 foot <br />deep U.S.1 commercial corridor located on the east side of <br />U.S.1 between the Vero Beach city limits and 4th Street.
