MAR 2 0 1981 <br />I <br />BOOK 6 0 `', - 2.34 <br />land north and east of the subject property is designated as <br />MD -2; the land to the west is in the U.S.1 Commercial Corridor; <br />and the land to the south was redesignated as commercial in <br />1983. <br />The proposed rezoning of the part of the subject property east <br />of the proposed Indian River Boulevard from R-2 and R-1TM to <br />RM -10 is in conformance with the MD -2 land use designation. <br />The rezoning from C-1 to RM -10 is not generally in conformance <br />with the plan because this property is designated as commercial <br />on the Plan. Moreover, the proposed rezoning from R-2 to C-1 <br />is not in conformance with the MD -2 land use designation. <br />----------------- --However, this property is in a- unique situation because of - - <br />several factors. First, the proposed alignment of the Indian <br />,River Boulevard right-of-way will create arterial roadways on <br />two sides of the parcel, three sides if its U.S.#1 frontage is <br />considered. Second, the property is in an area characterized <br />and planned for nonresidential uses. Finally, the County is <br />requesting that this property owner donate approximately five <br />acres of land for this right-of-way. <br />There is a provision in the Comprehensive Plan that states: <br />"Certain parcels of land which do not conform to the <br />policies for nodal development, but can be demon- <br />strated to be suitable for commercial or industrial <br />development and otherwise meet the performance <br />standards in this element, may receive consideration <br />by the Board of County Commissioners for commercial <br />or industrial zoning classification." <br />Based on the location of the subject property between U.S.1 <br />and the extension of Indian River Boulevard, this provision of <br />the Plan should be used. <br />Transportation System <br />The subject property has access to U.S. Highway 1 and will have <br />access to Indian River. Boulevard when it is extended (both <br />roads are classified as arterial streets on the Thoroughfare <br />Plan). The maximum development of the subject property under <br />the proposed C-1 and RM -10 zoning would generate approximately <br />360 average annual daily trips (AADT) and attract up to 3,783 <br />AADT. This additional traffic could increase the amount of <br />traffic on U.S.1 to the upper limit of Level -of -Service "C". <br />However, the construction of Indian..River.Boulevard would <br />significantly lessen the traffic impact on U.S.1. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive. However, most of the subject property is in a <br />flood -prone area. This area has a designation of A10 on the <br />Flood Insurance Rate Map, which indicates an area subject to <br />100 year floods. <br />Utilities <br />County water is available for the subject property. County <br />wastewater facilities are not available. <br />RECOMMENDATION <br />Based on the above analysis, particularly the provisions of the <br />Comprehensive Plan, and the Planning and Zoning Commission's <br />recommendation, staff recommends anoroval_ <br />58 <br />
