U.S.1 because they never would be able to get out that side <br />entrance and that would be their only exit from Vista Gardens; <br />for a deceleration lane for themselves; and for some plantings <br />along the perimeter of their property as well as some fencing. <br />Director Davis stated that every one of the items just <br />mentioned have been incorporated into the design of the <br />Boulevard. He thought we had communicated that, but stated he <br />will be glad to write a formal letter stating that all those <br />conditions are agreeable and that we are anxious to stub in a <br />connection to their access road. He further reported that we <br />have included a fence along the property line; we were to provide <br />the fence and were under the impression they would provide some <br />plantings. <br />The Board directed that this be put into writing. <br />Commissioner Bird agreed it would be best to try to tie into <br />the Boulevard if possible, and emphasized that we certainly do <br />not want to destroy Vista Gardens' beautiful entrance. <br />Ellis Duncan, Vista Royale resident, informed the Board that <br />he was authorized by the Vista Royale Property Owners Association <br />to indicate their support of the Vista Gardens residents com- <br />plaints. Mr. Duncan believed that many years ago when Indian <br />River Boulevard was first proposed, it was considered a by-pass <br />around the City, but with the changing times, he now believed the <br />main use of the Boulevard would be to get the traffic from the <br />western portion of the City to the beach area. He emphasized <br />that 8th St. as extended -now goes west to 27th Avenue and 43rd <br />Avenue, and he, therefore, felt that bringing the Boulevard in at <br />8th St. would be preferable to trying to by-pass and go to 4th <br />Street. Mr. Duncan recommended the Board request a further study <br />on the use of 8th St. <br />Commissioner Scurlock informed Mr. Duncan that there is a <br />plan for 4th Street, 8th Street, and 12th Street, all to connect <br />to the Boulevard, <br />61 <br />MAR 2 0 1985 <br />� <br />�Q� ��_' <br />
