does not affect the overall site plan, then staff can approve it <br />administratively; larger modifications must go to the Planning & <br />Zoning Commission. In this particular situation, since it <br />appears these recreational improvements may have been an integral <br />part of the Planning & Zoning's decision to approve the entire <br />Village Green Phase 4 site plan, Director Keating felt that <br />Commission should be the one to make the decision on whether or <br />not the applicant should be allowed to modify his site plan to <br />reduce or eliminate some of these improvements. <br />Commissioner Scurlock was of the opinion that the <br />recreational element is a significant part of a site plan because <br />it serves to mitigate the impact on the County's recreational <br />facilities. He believed that if it is required to be put on <br />paper, than we -should require it to be done. This statement was <br />followed by much applause by those in attendance; the Chambers <br />seats were filled and seven people standing. <br />Director Keating stated that was where staff had a problem <br />as the County did not require the amenities to be put on paper <br />initially; the applicant took it upon himself to put these <br />improvements on paper, and he, therefore, felt the Planning & <br />Zoning Commission should decide whether or not the deletions <br />should be allowed. <br />Chairman Lyons believed that these amenities were a major <br />part of the site plan and were certainly something that would <br />make him decide whether he would like to buy there. More <br />clapping. <br />Director Keating explained the criteria used by staff to <br />determine if these improvements significantly affected the <br />function of development of the project and noted that staff <br />determined that the project could function without these <br />amenities, which were not specifically required in the ordinance, <br />and, consequently, recommended that the applicant be allowed to <br />change his site plan. <br />26 <br />MAR 2'7 7985BOOK..; <br />J <br />
