MAR 27 1985 <br />BOOK CAO F°,F -345 <br />Since this node was created, there has been considerable <br />interest in commercial development in this area. Based on the <br />existing hospital and commercial uses, the approval of a site <br />plan for the River Walk shopping center, and the commercial <br />interest in this area, this node cannot reasonably be expected <br />to remain at 70 acres through the 20 year life of the <br />Comprehensive Plan. <br />Transportation System <br />The subject property has direct access to U.S. Highway 1 <br />(classified as an arterial street on the Thoroughfare Plan). <br />The maximum development of the subject property under the <br />existing C-1 zoning could attract up to 4,753 average annual <br />daily trips (AADT). Under the " existing LD -1 land- use <br />designation, the maximum development of the subject property <br />could generate 150 AADT. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Utilities <br />County water and wastewater facilities are not available for <br />the subject property. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Chairman Lyons opened the Public Hearing and asked if anyone <br />wished to be heard in this matter. <br />Robert Lloyd of Lloyd & Associates, consulting engineers, <br />explained that the project has changed hands since this project <br />began and Lloyd & Associates now represents both Riverwalk and <br />Helen Hanson Properties, Inc. in this matter. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Scurlock, the Board unanimously <br />closed the Public Hearing. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Scurlock, the Board unanimously <br />adopted Ordinance 85-27, amending the Comprehensive <br />Land Use Plan by enlarging the 70 acre Hospital/ <br />Commercial node at the intersection of U.S. #1 and <br />Roseland Road to 75 acres. <br />47 <br />
