Keats g, 64CP DETERMINE EFFICIENCY OF <br />Planning & Development Director THE TRANSPORTATION SYSTEM <br />FROM: 9lchard shearer, AICP REFERENCES: Min. standards <br />Chief, Long -Range Planning CHIEF <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of April 3, 1985. <br />DESCRIPTION & CONDITIONS <br />The County has initiated a request to amend the text of the <br />Land Use Element of the Comprehensive Plan to establish a <br />minimum standard of service to be maintained on the County's <br />transportation system. No development project which would <br />create such an impact that this standard would not be met could <br />be approved by the County. <br />This amendment request is a result of a provision in the <br />Hutchinson Island Resource Management Plan which recommended <br />that the County amend the Comprehensive Plan to indicate that <br />Level -of -Service "C" should be the standard for average annual <br />daily traffic and that Level -of -Service "D" should be the <br />standard for peak season traffic. - <br />On February 21, 1985, the Planning and Zoning Commission voted <br />5 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />The staff has prepared a proposed amendment to the <br />Comprehensive Plan to specifically set the level-o.f-service <br />standards in the Plan. The Plan currently contains general <br />language which sets level -of -service "C" as an objective and <br />prohibits development that would result in traffic that could <br />not meet Level -of -Service "D". The proposed amendment would <br />more clearly specify the standards for average annual daily <br />traffic and peak season traffic. In addition, the proposed <br />amendment requires that existing traffic, the proposed <br />project's traffic, and committed traffic from previously <br />approved projects will be used to determine level -of -service. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />25 <br />BOOK 60 Fl.CF 390 <br />
