Commissioner Scurlock stated he also did not want to hold <br />this up forever, and he, therefore, agreed they should present <br />something we can analyze and have them pay a fair share as he did <br />feel strongly that they should contribute something toward <br />improving the traffic problems in the area. <br />Commissioner Bird agreed they owe something, but he did not <br />agree that we are completely closing the door on recouping <br />anything by granting the rezoning. It was his feeling that it <br />would be better to have this property developed under one site <br />plan rather than cutting it in half, and he believed we can <br />control it better by making it commercial and monitoring the site <br />plan rather than carving it up in two pieces. <br />Commissioner Scurlock noted the owner still could sell part <br />of it and have two commercial pieces, and the Chairman agreed <br />that once that little corner becomes C-1, we don't know what will <br />be on it. <br />Discussion continued at length in regard to a Motion <br />delaying action until staff can come up with a traffic impact <br />analysis of a site plan to be presented and relate it to dollars <br />and cents. <br />Commissioner Bird felt if staff comes up with a figure of <br />$50,000, for instance, and we ask the applicant for $50,000 <br />before we will agree to rezone, this would constitute contractual <br />rezoning. <br />Attorney Brandenburg clarified that what the Board is doing <br />is taking a look at whether or not the infrastructure in that <br />area can support commercial property on that site and insuring <br />that there is sufficient infrastructure there if, in fact, it is <br />rezoned. He did believe there is latitude in the Comprehensive <br />Plan to work this out, if the Board desires.to. <br />Commissioner Bowman felt we must consider the impact on the <br />neighborhood and what is good for the neighborhood as a whole. <br />Commissioner Wodtke emphasized that there was a tremendous <br />need to have the extension of 8th St. to take the traffic off 6th <br />APR 3 i9-8 47 p J �� <br />- Uo�K 60 t'F�;'� <br />J <br />
