Brooksrg REFERENCES: <br />Environmental Engineering <br />Specialist/Utility Services <br />DESCRIPTION AND CONDITIONS: <br />On July 1, 1983, the Florida Legislature passed the Water <br />Quality Assurance Act which required each County, in coordina- <br />tion with the Regional Planning Councils, to conduct a local <br />hazardous waste assessment. Using guidelines established by the <br />Florida Department of Environmental Regulations the Counties and <br />Regional Planning Councils were directed to accomplish the <br />following: <br />1. Notify all potential small quantity hazardous waste genera- <br />tors and identify those who generate hazardous wastes. The <br />notification program had to include a determination of the <br />amount and type of wastes generated and_how the wastes were <br />managed and disposed of. <br />2. Identify and evaluate all abandoned dump sites. <br />3. Evaluate the operation procedures at the County Landfill. <br />4. Perform on-site inspections and evaluations of all <br />facilities notified in the performance of the potential <br />generator notification program identified in item no. 1 above. <br />5. Designate a minimum of two sites, consisting of no less than <br />2 acres, where a hazardous waste storage and transfer station <br />could be constructed and operated by either the County or <br />private enterprise. The designation of the sites is to include <br />a minimum of two public hearings, and appropriate rezoning if <br />required. <br />6. Establish a county program for the continuous notification, <br />identification, inspection and monitoring of small quantity <br />hazardous waste generators. The program is to include an annual <br />notification program and the submittal of an updated annual <br />report to the Florida Department of Environmental Regulation <br />identifying all hazardous waste generators and their waste <br />management and disposal practices. <br />ANALYSIS: <br />The responsibility for performing the County's requirements in <br />the State mandated Hazardous Waste Assessment Program was <br />delegated to the Division of Utility Services. A Division <br />representative will provide a status report on the program and <br />update the Board of County Commissioners on requirements that <br />remain to be completed. The presentation will also include <br />information on the results of the completed notification program <br />identified in item no. 1 above. <br />50 <br />
