APR 101985 <br />BOOK 60 PAGE 5 2 <br />acres of land north of the subject property from LD -2 to <br />MD -1, Medium -Density Residential 1 (up to 8 units/acre), <br />during 1984. The MD -1 land use designation does allow <br />mobile home developments. The subject property would have <br />been included in the request to redesignate the property to <br />the north as MD -1 if it had remained in the unincorporated <br />part of -the County. <br />Transportation System <br />The subject property does not have direct access to a <br />dedicated public road at this time. The maximum development <br />of the subject property under the proposed zoning could <br />generate up to 2,000 Average Annual Daily Trips. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />RECOMMENDATION <br />Based on the above analysis, particularly the existing land <br />use pattern, and the Planning and Zoning Commission's <br />recommendation, staff recommends that the Board of County <br />Commissioners not exercise its right to object to this <br />rezoning. <br />MOTION WAS MADE by Commissioner Bird, SECONDED by <br />Commissioner Scurlock, that the Board waive <br />the right to object to the requested rezoning, as <br />recommended by staff. <br />Under discussion, Commissioner Bowman stressed that <br />this property sits right on the shallow aquifer and puts the <br />entire aquifer in jeopardy. She recalled a similar <br />situation to the north of this where the landowner is now <br />advertising a mobile home park with a Targe lake. <br />Commissioner Bowman noted that they already have an exposed <br />aquifer there and felt there is no way a lake can be <br />maintained on the sand ridge unless you go down to the <br />aquifer. Everyone that.has a shallow well in that area is <br />dependent upon the aquifer for drinking water and she felt <br />this is a very dangerous thing that staff is recommending. <br />Planning Director Keating pointed out that the existing <br />mining operations were approved long ago and the County now <br />would not allow someone to mine at the depth at which <br />71 <br />
