Keatin <br />Planning & Development Director <br />April 1, 1985 <br />FILE: <br />FISCHER REQUEST TO RE - <br />SUBJECT: ZONE 50 ACRES FROM A <br />AND M-1 TO MOBILE HOME <br />PARK <br />FROM: chard Shearer, AICP REFERENCES: Fischer Rezoning <br />Chief, Long -Range Planning Section DIS:RICH2 <br />It is requested that the data herein presented be given <br />formal consideration by the Board of County Commissioners at <br />their regular meeting on April 10, 1985. <br />DESCRIPTION & CONDITIONS <br />Dr. Henry Fischer, the owner, is requesting <br />acres located south of 95th Street and west <br />Railroad from A, Agricultural District <br />units/acre), and M-1, Restricted Industrial <br />Sebastian's R -1M, Mobile Home Park District. <br />This property was annexed by the City of Sebastian during <br />1984. The Board of County Commissioners must approve any <br />change in zoning for two years after any property is annexed <br />into a municipality. This request was referred to the <br />Planning and Zoning Commission for recommendation. <br />On March 28, 1985, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on <br />environmental quality. <br />Existing Land Use Pattern <br />The subject property has been part of a sand mining <br />operation for several -years. North of the subject property <br />is Breezy .Village, a. mobile home subdivision zoned R-1PM, <br />Permanent Mobile Home Subdivision District (up to 8.7 <br />units/acre). East and south of the subject property is land <br />that has been mined for sand which has received approval for <br />a mobile home planned unit development in the City of <br />Sebastian. West of the subject property is a single-family <br />subdivision and vacant land. <br />to rezone 50 <br />of the F.E.C. <br />(up to .2 <br />District, to <br />Future Land Use Pattern <br />The Comprehensive Plan designates the east 300 feet of the <br />,subject property as MXD, Mixed Use District (up to 6 units/ <br />acre), and the rest of the property as LD -2, Low -Density <br />Residential 2 (up to 6 units/acre). The MXD designation <br />allows mobile home developments but the LD -2 designation <br />does not. However, the county redesignated more than 100 <br />APR 10 1985 <br />7 0 AM( 60 PAGE 501 <br />
