CERTIFICATE OF INDIAN RIVER COUNTY, FLORIDA <br />RELATING TO THE COMBINED INDIAN RIVER COUNTY WATER <br />AND SEWER SYSTEM FmHA $2,750,000 REVENUE BOND <br />I, Patrick B. Lyons, a duly elected County Commissioner for <br />Indian River County, Florida, and the duly elected Chairman of the <br />Board of County Commissioners of Indian River County, Florida, <br />after having been duly authorized by vote of the County Commission, <br />hereby certify on behalf of Indian River County that: <br />1. Indian River County has generated at least $646,000.00 in <br />impact fees and $1,342,700.00 in other developer contributions. <br />Such sums have been or will be utilized in the construction of the <br />project. These funds were amassed by the County imposing <br />assessment liens in the amount of $2,050,000.00 against properties 1 <br />which will benefit from the project. The assessment liens were <br />subsequently pledged to secure a revenue bond which has been <br />purchased by Florida National Bank. <br />2. Attachment "A," Statement of Expenditures, is a true and <br />accurate statement of the expenditures by Indian River County of <br />project funds to the date of this Certificate. Indian River County <br />has sufficient project funds on hand to complete the entire project <br />as approved by Farmers Home Administration and will proceed to <br />expend such funds as are necessary to complete the project. <br />3. Indian River County, Division of Utility Services, has at <br />least 9862 committed water customers who have agreed to pay <br />monthly charges for services and 8745 sewer customers who <br />have agreed to pay monthly charges for services. <br />4. Indian River County has established and enforced policies, <br />procedures and rules allowing all residents in the services areas, <br />regardless of race, color, creed or level of income, an opportunity <br />to become users of the system. The service areas have not been <br />established in a manner as to be discriminatory . on the basis of <br />race, color, creed or level of income of any of the potential <br />users. <br />5. Indian River County has established a depository in the <br />State of Florida which is a member of the F.
