Joann Mixon REFERENCES: <br />Welfa Department Director <br />The State of Florida, Department of Health and Rehabilitative <br />Services (HRS) entered into an Interim Assistance Agreement with <br />the Secretary of Health and Human Services (HHS) on.November 3, <br />1975. Under this agreement, the State serves only as a "contrac- <br />tual intermediary" between HHS and participating counties. In <br />other words, each participating county has a direct working <br />relationship with the Social Security Administration. <br />Frequently, while awaiting disposition of an application for <br />Supplemental Security Income (SSI), individuals turn to the <br />County for temporary assistance because Florida does not have a <br />General Assistance Program. The IAP Agreement allows the Social <br />Security Administration to reimburse a participating county for <br />interim assistance paid to individuals pending adjudication of <br />their SSI applications. The Social Security Administration will <br />send the initial SSI payment including any retroactive payments, <br />to the County Welfare Office instead of to the individual. The <br />County may be reimbursed from the initial SSI check for General <br />Assistance provided soley from local funds. <br />In view of this information, I am attaching a tentative proposal <br />for your consideration. This proposal is expanding our present <br />guidelines, for this program only, to include rent/mortgage and <br />utility payments. <br />44 <br />
