Attorney Brandenburg believed they <br />have reached a final agreement now with a couple of minor changes <br />and if the Board would like to hear those, we could get <br />authorization for execution of the agreement today. Otherwise, <br />those changes will be made and the agreement brought back to the <br />Board at next week's meeting. <br />Director Pinto recalled that the Board had authorized the <br />Utilities Department to enter into an agreement with an engineer <br />to design a wastewater system to service the SR-60 corridor and <br />west County area. This system was designed to eliminate some 39 <br />possible package plants that would have been built if the system <br />was not available. To make the system viable, 2000 units were <br />need. However, some 4000 units were pledged to the system. <br />Staff wants to move along with the building of the transmission <br />line and also the treatment plant, which will take a little more <br />time and design. The Heron Cay park was not a part of this <br />system initially, but there is a brand new treatment plant <br />constructed on the site of this mobile home park which only had 4 <br />customers at the time we started negotiating with them to use <br />their plant while we are waiting for the County treatment plant <br />to be build. We approached the owners of Heron Cay and they have <br />agreed to enter into and agreement and also add their customer <br />base to our project, which is some 632 units or $780,000. We <br />have been discussing with the DER whether they will allow us to <br />utilize this plant on an interim basis and although, initially, <br />this fell on deaf ears, Director Pinto felt very confident the <br />problem with the DER would be resolved especially since taking <br />some malfunctioning plants off line and putting their flow into a <br />plant such as this would certainly improve the environmental <br />conditions. With all that in mind, staff has negotiated an <br />agreement and recommend that it be approved with the amendments <br />as mentioned by Attorney Brandenburg. <br />54 <br />
