JOHNS RIVER <br />BASIN SURFACE WATER <br />MANAGEMENT PLAN - <br />JANUARY 1983 <br />FROM: Art Challacombe REFERENCES: St. Johns <br />Chief, Environmental Planning DIS:MISC1 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting on May 1, 1985. <br />DESCRIPTION AND CONDITIONS: <br />In 1980, the St. Johns River Water Management District (SJRWMD) <br />began to prepare a basic design concept for surface water <br />management of the upper St. Johns River. Indian River County <br />contains the head waters for the river. In January 1983, the <br />SJRWMD prepared a technical report proposing the implementation <br />of a management specific plan. Any further technical <br />evaluations and refinements for the engineering design and <br />optimum operation scheme will be made in conjunction with the <br />U.S. Army Corps of Engineers in their preparation of a General <br />Design Memorandum. This Memorandum is expected to be completed <br />by June of 1985. <br />The plan for Indian River County includes the development of <br />two (2) marsh conservation areas, two (2) stormwater management <br />areas, conveyance capacity improvements for a number of <br />existing canals and levee construction. <br />1) Ft. Drum Marsh Conservation Area (FDMCA) <br />FDMCA will be created south of SR 60 to provide for <br />stormwater detention and water conservation on existing <br />marsh, diked marsh and agricultural areas which will cover <br />18,040 acres.. <br />A total of approximately 19.2 miles of new levees with a <br />.crest elevation of 34.0 ft NGVD will be --constructed to <br />create this storage area and also to provide flood pro- <br />tection to the adjoining agricultural areas. <br />2. Blue Cypress Marsh Conservation Area (BCMCA) <br />BCMCA is a primary water storage area in the Upper St. <br />Johns River Basin. It will receive discharge from FDMCA <br />and runoff from the tributaries west of Blue Cypress Lake. <br />This marsh conservation area is bounded to -the north by <br />the Fellsmere Grade and south by SR 60. <br />13 <br />BOOK 0 FKU 729 <br />L_ MAY 11985 _ _ j <br />
