--1 <br />1 <br />Addendum to Lafevers <br />Agenda Item <br />M <br />At their meeting of April 3, 1985, the Board of County <br />Commissioners requested that the staff analyze the Lafevers <br />site and estimate the number, type, and cost of the off-street <br />improvements which will be required of the applicant at the <br />time of development approval. In response to that request, the <br />staff analyzed the site and the proposed project and developed <br />cost estimates for the necessary off-site traffic improvements <br />which the developer will be required to make. <br />The Lafevers property at 8th Street and U.S. #1, currently <br />zoned commercial, consists of 3.96 acres, while the remainder <br />of the property for which a rezoning and a comp plan amendment <br />have been requested consists of 1.95 acres. If the requested <br />rezoning and the comp plan amendment are approved, the total <br />land area available for development would be 5.91 acres. With. <br />a C-1 zoning designation, this property could be used for any <br />of a variety of commercial uses allowed in the C-1, Commercial <br />District. <br />Although the applicant has indicated that he intends to <br />construct a 75,558 square foot retail facility on the site and <br />has even submitted a conceptual site plan for the project, <br />there can be no assurance that, once the zoning and land use <br />designation is changed, the project as proposed would be built. <br />Regardless of that fact, it is possible for the staff to <br />generally determine what type of off-site traffic improvements <br />would be required for the property to develop. It is also <br />possible for the staff to estimate the general costs <br />represented by the off-site traffic system improvements which <br />will be required. <br />A number of improvements would be required of the applicant <br />prior to obtaining development approval for a project upon the <br />subject property. Because the site is bounded on four sides by <br />roadways and because of the large number of trips expected to <br />be attracted to the property (between 3,765 and 5,626 average <br />daily trips), there are a substantial number of off-site <br />traffic improvements needed to avoid any adverse impacts upon <br />the existing levels of service of the roadways in the area. <br />Generally, these improvements would be identified during the <br />site plan review for the project, and their installation would <br />be conditions of site plan approval. <br />Table 1 delineates the off-site traffic improvements which will <br />be required of the developer of the subject property, while <br />table 2 delineates the recent traffic improvements made by the <br />County which benefit the subject property. For each of these <br />improvements, the applicable costs have been estimated; <br />however, these estimates are general and could substantially <br />change based upon the final approved engineering design of the <br />improvements. <br />One important consideration in this matter is the timing of the <br />improvements made by the County and benefitting the site. If <br />this project had been submitted prior to the installation of <br />the 8th Street improvements made by the County, the applicant <br />would have been required to dedicate by donation the 50 feet of <br />right-of-way for his 833 feet of frontage along the 8th Street <br />alignment. This would have been mandated since 8th Street is <br />designated as a secondary collector on the Thoroughfare Plan. <br />As shown in table 2, this right-of-way donation would have <br />represented an $85,000 contribution. <br />53 <br />Bou 769 <br />
