r <br />BOOK 60 FnF 778 <br />1926 <br />Grenview Gardens replat recorded with <br />dedication signatures. <br />Aug., 1926 <br />Grenview Gardens II was platted on the 10 <br />acres located immediately west of the 10 <br />acres on which Grenview Gardens was <br />platted. <br />May, 1957 <br />Grenview Gardens II plat vacated. <br />1972 <br />Grenview Gardens replat rezoned from the <br />R-1, Single -Family and C-11 Commercial <br />Districts to the R-1MP, Mobile Home Park <br />District. <br />July, 1979 <br />A public hearing was held to vacate the <br />plat of Grenview Gardens replat. The <br />vacation was approved by the County <br />Commission; however, a resolution of <br />vacation was never written or recorded. <br />The plat therefore remains on the tax <br />maps. <br />Sept., 1980 <br />Howard Clark submitted a site plan to <br />develop a 60 lot mobile home park, to be <br />known as Oaks Paradise, on the 10 acres on <br />which Grenview Gardens replat was platted. <br />Nov., 1980 <br />The Planning & Zoning Commission granted <br />approval of the Oaks Paradise site plan. <br />Oct., 1983 <br />Franchise application submitted to <br />Utilities Division. <br />April, 1984 <br />Mr. Clark was informed by the Utilities <br />Division of inadequacies in the applica- <br />tion. <br />The entrance drive off of Oslo Road and a small portion of the <br />internal drive was paved approximately 1-1/2 years ago, <br />securing the site plan; however, Mr. Clark has never applied <br />for a building permit to pour an individual drive or a slab for <br />a mobile home. No construction has taken place on the site <br />since the initial paving. The mobile home park was to be <br />served by a private well and an on-site wastewater treatment <br />plant; however, Mr. Clark decided to delay development until <br />the County extended water lines down Oslo Road. The lines now <br />run across the front of the subject property; however, the <br />plans submitted for the internal water and sewer systems are <br />inadequate and will have to be revised. In addition, the <br />capacity of the wastewater treatment plant will have to be <br />doubled in order to meet current regulations. <br />ANALYSIS: <br />The rationale behind authorizing the County Commission to <br />terminate site plan approval relates to the public's interest. <br />The process allows the County to ensure that projects which are <br />not constructed within a reasonable time after site plan <br />approval will conform to applicable regulations which have been <br />enacted since that approval was granted. By adopting new land <br />development related ordinances, the County Commission has <br />determined that the adherence to the requirements set forth in <br />said ordinances is in the public's best interest.
