M <br />Attorney Clem stressed that all along something was being <br />done towards completion of the project - a franchise was <br />obtained, a deposit put on a sewer plant, well permits obtained, <br />a well constructed, etc. All these things took time, and while <br />all this was on-going and after they had already put down a well, <br />they were advised by the Utility Department that the county would <br />have water in the area shortly; so, they paid nine tap -on fees. <br />In addition, they had to cope with straightening up an inadvert- <br />ent mix-up in regard to their zoning, and just when they were <br />getting ready to move forward again, they were hit with this <br />notice of revocation of their site plan. <br />Attorney Clem displayed photos of the.work that has been <br />done, practically all by the Clarks themselves, and urged the <br />Board to take into consideration that they are not dealing with a <br />massive corporation with unlimited funds, but a father and son <br />type operation. He noted that the Clarks have spent $100,000 on <br />this project, and it will have a substantial impact on them if <br />the site plan approval is revoked. <br />Commissioner Bird wished to know the amount of road improve- <br />ments that have been put in and whether anyone is residing on the <br />site. <br />It was stated that no one Is residing on this property, and <br />Planner Craver felt that possibly 200' of road has been put in <br />and some culverts. <br />Attorney Brandenburg asked if the reason the Clarks only <br />bought nine taps is because that is as far as the road goes. <br />Attorney Clem noted that this is going to be developed in a <br />phased manner, and they did not want to tie up too much money. <br />Planning Director Keating informed the Board that one of the <br />main reasons staff brought this matter to the Board is because <br />the property just to the west came in for site plan approval. <br />They want to develop commercial to the south and residential to <br />the north in the LD -1, and staff doesn't know whether to require <br />roads to go through to the east to connect to the development <br />65 <br />MAY 1 1985 BOOK;GF 781 <br />I <br />
