195 <br />BOOK 60 PAGE 780 <br />The Chairman asked if anyone present wished to be heard. <br />Attorney Chester Clem came before the Board representing the <br />Clarks, Sr. and Jr. He informed the Board that they own a large <br />well established mobile home park, and this project was for the <br />purpose of having Howard Clark Jr., have a place to live and <br />develop. Attorney Clem then passed out a list of what actually <br />has been done on the property since site plan approval. <br />OAKS PARADISE <br />November 20, 1980 site plan approval -from Planning & Zoning Department <br />1981 - Started Construction <br />1. January - Surveyed property <br />2. 1/27 constructed driveway and road alteration,' 2-18in culvert <br />drain pipes across Olso Rd. and main entrance laid out. <br />3. Contracted with FPL to bring power poles and service•.lines onto <br />proper. <br />4. Well permits obtained and well constructed April 1981. <br />5. August 1981 electrical construction meter and pole set on lot 29 <br />Phase I. <br />6. Land clearing and grubbing of palmetto bushes and brush on property. <br />1982 <br />1. February - Sewage plant plans approved by DER. <br />2. Perk and soil tests were made regarding treatment plant. <br />3. Bio chemical tests were done of water well. <br />4. Site preparation for roads,•right of ways and drainage ditches <br />5. 1982 - 1983 survey lay out and construction of roads - <br />1983 <br />1. Fill, cut and grading for finished elevation Phase I. <br />2. Wov. 1983 had meeting with Terry Pinto and purchased water permits. <br />3. March 1984 utilities department Joyce Hamilton asked for complaince <br />with the franchise requirements and Insurance. Gave application <br />fee of $1000.00 and complied with recommendation. <br />3. Put deposit on sewage:treatment plant. <br />4. Survey layout and site preparation of utility area. <br />5. Put rip rap around main entrance culvert. <br />6. April 18, 1984, Ron Brooks called and asked to make an appointment <br />about the water and -sewer franchise. <br />.7. April 24, 1984, called Ron Brooks and asked if it would be possible <br />if we could wait until the water came by and for him to .call when <br />waterwas turned on and for us to get together about the water. <br />Ron Brooks said it would be 6 - 8 months before water would be av- <br />ailable for use. <br />1985 <br />1. 1985 - Take finish elevation, cut and sodding was done on the drain- <br />age ditch for Phase I. Over $800.00 spent. (Grass Installed by Clark <br />2. February 21, 1985 - Vero Utilities called and.said the waterline <br />was installed on front of Vero property and available for use. <br />3. February 27, 1985 - Howard Clark, Jr. went to the County Administra- <br />tive Building to speak to utility official about running water onto <br />the property on lot 29 - Phase I. Instructed to get an engineers <br />print and it would be OK to run water onto property for lot 29 - <br />Phase I. <br />4. 1984-1905 - We have contacted suppliers and contractors regarding <br />sewer collection system and water distribution system. - <br />5. Rezoning notice advertised - attended meeting of County Commision <br />on April 11, 1985 - Zoning retained at P14H6. No comment from <br />County on revocation. <br />6. Notice of revocation hearing dated April 19, 1985 mailed to owner <br />April 23, 1905. 64 <br />
