1 <br />s <br />authorized to prepare comments to the appropriate agencies. <br />With the County's long-standing policy of permitting private <br />residential single docks as a means of riparian access, it may <br />be assumed that the continued issuance of this type permit <br />would serve the public interest in maintaining statutory <br />riparian rights. <br />Marina Siting Element Addition To The Comprehensive Plan <br />If the proposed rule is adopted, local governments whose <br />jurisdiction includes aquatic preserves will have to prepare a <br />marina siting element for their comprehensive plans by July 1, <br />1986 if further leases for revenue generating and multiple <br />docks are to be granted by the Trustees of the Internal <br />Improvement Fund. <br />Staff supports this approach, however, much support data and <br />resource inventory from the Department of Natural Resources <br />will be required to create a viable marina siting element. <br />Round Island Park <br />Section 16Q-20.04 (10 h.) of the rule provides, <br />"The use of state-owned lands for the purpose of providing <br />private or public road access or water supply to islands where <br />such access and water supply did not previously exist shall be <br />prohibited." <br />While Staff generally supports the concept of restricting the <br />use of state-owned submerged lands for the purpose of private <br />development of islands that are presently undeveloped, this <br />provision of the rule would specifically preclude Indian River <br />County from developing. Round Island as part of the park com- <br />plex. This is inconsistent with the County's Comprehensive <br />Plan and inconsistent with past D.N.R. action of turning the <br />island over to the County give the County the right to develop <br />the land as a park. <br />RECOMMENDATION: <br />Staff recommends that the County Commission submit comments. to <br />the Governor and Cabinet. These comments should incorporate <br />the following positions: <br />1) The County objects to section 16Q-20.04 (10.h) which <br />precludes the development of Round Island Park. This <br />section should be reworded to exclude public park lands <br />and public projects; <br />2) The County finds that private residential single docks <br />meet the public interest requirements; <br />3) The County, by preparing a marina siting element in its <br />Comprehensive Plan by July 1, 1986 expects full data <br />support and staff assistance from the Department of <br />Natural Resources. <br />71 <br />MAY 1 1985 aooK 60 F,U — a <br />
