MAY 1 1985 BOOK PAUE78 <br />Chief Planner Challacombe emphasized that staff has no <br />problem with the county continuing its historical policy of <br />permitting single family private docks. Staff supports <br />continuing this policy in the public interest and the general <br />concept of providing this element in our Comprehensive Plan, but <br />does not feel we have the resource data available and would <br />expect the assistance of the DNR in preparing such an element. <br />Commissioner Bowman commented that this does not suit her <br />definition of public interest as it is used in most ordinances. <br />Chairman Lyons reported that he had received a call from <br />Nancy Offutt, liaison for the Board of Realtors, and he believed <br />what staff is saying is consistent with what the Board of <br />Realtors suggests. <br />Planner Challacombe then addressed the part of the proposed <br />rule which would preclude the county from developing Round Island <br />Park. i.e., we would not be able to build an access to Round <br />Island because we would have to cross submerged lands owned by <br />the state. He noted that he asked at the meeting if we wouldn't <br />qualify to build this access because of the requirement to <br />provide access to recreation amenities for the public, and the <br />DNR said absolutely not; we would not be able to build an access <br />to Round Island. <br />Director Keating noted that this only prohibits accessing <br />undeveloped islands. <br />Commissioner Bowman believed that Round Island could be used <br />strictly as a boating island, and we could have a dock on the <br />mainland. <br />Planner Challacombe pointed out that this involves 61 acres <br />of land that could be developed and utilized as a park, and <br />Intergovernmental Relations Director Thomas felt it is <br />interesting that every year up to this year we have gotten a <br />letter from DNR asking why we have not developed that island. <br />Originally the intent was to put a roadway there, but we have <br />been thinking the last three years about just putting in a <br />72 <br />1 <br />
