MAY 8 1995 <br />BOOK O P.�,F 849 <br />Chairman Lyons instructed Attorney Brandenburg to make the <br />presentation, and Commissioner Bird advised that he would be <br />making an appeal for property on which to build a firearms range. <br />Chairman Lyons remembered that the late Art Marshall used to <br />refer to the marsh as a rain machine and was curious if it would <br />return to a rain machine after it was restored. He stated he <br />would write a letter on that to the District's hydrobiologist. <br />Commissioner Bowman noted that they aren't telling us how <br />deep the water is going to be when they restore the marsh, and <br />believed "it might become a pond instead. She was not sure, <br />however, whether they would be able to answer that question at <br />this time. <br />Commissioner Wodtke wanted to make sure that if Indian.River <br />Farms Drainage System or the Fellsmere Drainage System or any <br />agricultural or citrus interest needs water, it will be <br />available, because a lot of this water is going to be trapped and <br />used for the marsh. He wondered if there could be a coordinating <br />effort between the two drainage systems to assure the <br />availability of water from the reservoir. They did say that <br />people could get a permit from the District to utilize the water, <br />but he.would like some assurance. <br />Chairman Lyons suggested the following statement be added to <br />the comments prepared by Attorney Brandenburg: <br />"(d) The County has concern for maintaining water supply for <br />Indian River County and would like to be assured of the <br />availability of water as needed on a non-discriminatory basis." <br />Commissioner Bird commented that he appreciates the District <br />even more after finding out they have a 9 -member, Governor - <br />appointed board, a staff of 225, an annual budget of over <br />$30 -million, and a territory of 300 miles which reaches from the <br />Georgia -Florida line down to this area. <br />Commissioner Bowman pointed out that of the 9 members, not <br />one of them is a scientist or biologist and most of the members <br />54 <br />
