MAY 8 1985 BOOK 60 F'Gc 863 <br />Director Davis requested approval of some funds to be <br />plugged in for engineering work that we need to accomplish <br />rapidly if we want the donation of the right-of-way for the <br />northerly extension of Indian River Boulevard to coincide with <br />the acquisition of a power line easement that the City of Vero <br />Beach is proceeding to obtain by condemnation. He reported that <br />Lloyd 6 Associates has given us a price of $5,000 a mile for the <br />survey work and other surveyors in the County have indicated that <br />they don't think they could even touch that price. <br />Administrator Wright advised that we might have to go <br />through competitive negotiations, but if we don't, we should <br />proceed as rapidly as possible. <br />Commissioner Scurlock understood then that Director Davis is <br />asking that the program be approved and consideration given to a <br />second cent sales tax and/or revenues from impact fees. He <br />wished to report that he met with the Mayor and City <br />Administrator of Vero Beach yesterday and they indicated that <br />they would be in a position to present to the City Council their <br />recommendation to support a one or two -cent gas tax and the <br />funding formula that was worked out about 1-1/2 years ago. <br />Attorney Wright believed that the Board approved this 5 -year <br />transportation plan previously, with the exception of the <br />additions, but pointed out that once we start the northerly <br />extension of Indian River Boulevard, we go in the hole, as impact <br />fees will not pay for the entire cost. <br />Commissioner Bird noted that we have some deadlines to meet <br />on <br />the gas tax if <br />we want <br />to get <br />it in <br />by the <br />end of this <br />year, <br />and <br />Commissioner <br />Scurlock <br />felt he <br />was <br />ready to <br />work with <br />the <br />Finance Advisory Committee and the Transportation Planning <br />Committee now that we know the City is willing to go ahead and <br />implement such a tax. He hoped they would be able to come back <br />to the Board with a funding formula prior to the July 1, 1985 <br />deadline. <br />68 <br />l <br />
