BROOKS <br />DESCRIPTION AND CONDITIONS: <br />The Florida Department of Environmental Regulation recently issued a permit <br />to the County for continued operation of Phase I of our landfill, see Exhibit <br />The permit includes mandatory compliance items that must be complete within <br />specific deadlines. Most of the compliance items are technical and require <br />expertise in soils composition and permeability, well drilling and structural <br />design. <br />During the processing of our permit application for continued operation of <br />Phase I, the DER made it very clear that the construction and operation of <br />Phase II of the landfill would involve very costly leachate control measures <br />and groundwater monitoring. The costs would not only be extensive in the <br />initial construction but also in the daily operation of the landfill. <br />Waste operation in Indian River County is rapidly increasing with the <br />increase in development, and it appears that the operational life span of <br />Phase I at the landfill is only 1-1/2 years. The design of Phase II should, <br />therefore, be completed within one year to insure its approval for construc- <br />tion and operation by the DER before the closing of Phase I. <br />ANALYSIS: <br />Due to the technical nature of the compliance items in our recently issued <br />operation permit for Phase I of the landfill, the services of a -professional <br />engineer are needed to insure that the items are completed properly and in <br />accordance with the requirements of the DER. <br />In view of increasing state and federal regulatory restraints and consequen- <br />tial skyrocketing costs for construction and operation of the landfill it is <br />apparent that Indian River County needs to look ahead and investigate some <br />more productive and innovative means of waste disposal. <br />RECOMMENDATION: <br />Staff recommends and requests that the Board authorize the Division of <br />Utility Services to obtain the services of a professional engineer to perform <br />the following: <br />1. Supervise the construction of the mandatory compliance items in the <br />recently issued DER operation permit for Phase I of the landfill and insure <br />that the items are properly completed in accordance with the requirements of <br />the DER. <br />2. Perform a feasibility study and provide the County with a written <br />report and recommendation addressing, as a minimum, the following methods of <br />solid waste disposal or recycling: <br />A.
