existing sign ordinance and the existing mining ordinance. <br />While both are currently incorporated in the existing <br />General Provisions Section, it is the staff's position that <br />detailed work must be done on both the sign and mining <br />ordinances. Consequently, the staff recommends that these <br />parts of the current code remain as is until time permits a <br />detailed revision of these parts. <br />There are a number of changes between the proposed General <br />Provisions Section of the new zoning code and the existing <br />General Provisions Section of the current code. Some of the <br />major changes involve yard encroachments, vehicle storage, <br />and nonconformities. In addition, several new parts have <br />been added to the General Provisions Section, addressing <br />matters not currently addressed in the existing code. These <br />include a section on temporary uses (including model homes), <br />a section on home occupations, a section on coastal manage- <br />ment and shoreline protection, and sections relating to the <br />parking of commercial vehicles and the parking of junk <br />vehicles. One specific item included in the draft General <br />Provisions Section is a set of standards for the protection <br />of sea turtles, criteria needed to meet the requirements of <br />the Hutchinson Island Resource Planning & Management Plan. <br />On April 11, 1985, the Planning & Zoning .Commission voted <br />4-0 to recommend that the Board of County Commissioners <br />adopt the proposed General Provisions Section of the new <br />zoning code, as amended. <br />ALTERNATIVES & ANALYSIS <br />In preparing this proposed section of the new zoning code, <br />the- consultant analyzed the County's existing General <br />Provisions Section, identified problems and needs, and <br />considered various alternatives. Substantial revisions were <br />then made to the initial draft based upon the staff's <br />review. Finally, additional changes were made to the draft <br />as a result of four public workshop meetings held to discuss <br />this proposed section of the new zoning code. The draft <br />General Provisions Section, as now proposed, resolves a <br />number of issues, problems, and inconsistencies inherent in <br />the existing code. As such, this section will function as <br />an integral part of the new zoning code. <br />RECOMMENDATION <br />It is recommended that the Board of County Commissioners <br />adopt the proposed General Provisions Section of the new <br />zoning code. <br />The Planning Director explained that General Provisions is <br />the section which sets out the general criteria and standards <br />applicable to all districts, and it is a really important part of <br />the Code. He noted that the Planning & Zoning Commission <br />considered the recommended changes on April 22th and voted 4-0 in <br />approval. Director Keating further emphasized that this has been <br />workshopped extensively, and he believed just about everything <br />was worked out to people's satisfaction during the workshop <br />sessions.
