He noted this way the individual would have to <br />show what he has and we could suggest improvements. As a <br />practical matter, we cannot require one individual to obtain <br />easements and build a drainage system for an entire subdivision <br />that already exists. <br />Considerable discussion ensued in -regard to the problems <br />caused by the higher elevations required for new homes, and <br />Commissioner Scurlock felt possibly there could be a lesser <br />elevation than having to go 36" above the highest point of the <br />road. <br />Chairman Lyons pointed out that another one of the factors <br />involved is the septic tank. If we can have swales, that will <br />help, but he felt if you build below the level of the road, you <br />are looking for trouble. <br />Discussion continued at length in regard to finding a way to <br />assure lots in the older subdivisions are usable; the language <br />suggested by the County attorney to alleviate the county's <br />liability; the fact that a bad drainage situation could have <br />existed even before a new house was built; and the problems <br />involved in determining whether it might have existed or not. <br />Commissioner Scurlock believed this would require more staff <br />to look at every house, and Public Works Director Davis informed <br />the Board that this budget session he is requesting an additional <br />staff person to inspect building sites. <br />Commissioner Bowman felt a simple solution would be to build <br />on pilings and have a berm for the septic tank, but Board members <br />generally believed the public would not be receptive to buildings <br />on pilings. Chairman Lyons, however, noted that we cannot <br />continue to aggravate the problem. <br />Commissioner Wodtke expressed concern about an individual <br />having to hire an engineer to survey the surrounding properties <br />and figure out his drainage, but Chairman Lyons believed we can <br />28 <br />
