Planning Director Keating stated that this is all new. <br />Right now we don't have any criteria for home occupations; this <br />is consistent with the policy we have been following, and staff <br />simply is trying to be specific. <br />Commissioner Wodtke asked what will happen if a question <br />arises as to whether something should be considered an authorized <br />or non -authorized occupation, and Director Keating stated that it <br />involves interpretation and will become an administrative matter <br />which will go to the Planning & Zoning Commission. <br />Commissioner Wodtke inquired about an individual who does <br />home counseling or a teacher who wants to tutor in her home, <br />etc., and Director Keating stated that technically they would not <br />be allowed as anything that would bring more traffic into the <br />neighborhood would not be allowed. He noted that there are <br />contractors with occupational licenses running businesses out of <br />their homes, and staff is working closer with Tax Collector <br />Morris on this. <br />Administrator Wright felt that common sense will dictate how <br />this is handled, and Commissioner Scurlock felt it will be <br />decided by a neighborhood argument as this usually is handled on <br />a complaint basis. He noted there must be hundreds of people who <br />have their hair done in someone's house. <br />Administrator Wright believed you don't generally have a <br />complaint until the business grows considerably. <br />Commissioner Wodtke continued to discuss tutoring students, <br />giving piano lessons, et -c., and felt we need some flexibility. <br />Commissioner Scurlock asked about child care, and Director <br />Keating that is covered in the definition section which specifies <br />that if it involves less than five children, it isn't considered <br />a child care facility. <br />Commissioner Bird suggested criteria relating to number of <br />trips generated per hour or something of the sort. <br />Director Keating agreed this could be done, but it would be <br />very difficult, and the worst part is the enforcement.
