During our discussions with <br />Hayden/Wegman in the Phase I and Phase II Master Plan presentations, it became <br />immediately apparent that 3-5 years from today, Martin County must have com- <br />pleted plans and programs for meeting its increasing solid waste disposal needs. <br />One of the apparent viable options involves Solid Waste Resource Recovery. <br />Unfortunately, the costs to small or individual counties without substantial. <br />populations may well preclude consideration of this possibliity. The Consul- <br />tants' suggestion in the attached letter may be beneficial to a Tri -County <br />effort involving Martin, St. Lucie and Indian River Counties and may be worth <br />our individual and collective consideration. <br />A very preliminary review indicates that such a study, as proposedto complete <br />solid waste master planning for Martin County, may well be accomplished under <br />our Consultant contract with the possible addition of a tri -party interlocal <br />agreement for this final or additional phase. This procedure would, of course, <br />require reviews and legal findings from each County regarding the application <br />of the State Competitive Negotiation Act for professional services. Should <br />this not be the case, it may be desirable for the three counties to consider <br />a joint "Request for Proposals" under an inter -local agreement and in accord- <br />ance with statutory provisions. <br />I would very much appreciate your informal staff review of the above possible <br />program and, subject to your response, I will report to the Martin County <br />Board of County Commissioners with program recommendations.
