He <br />recommended the deletion of the formula provided under the Paved <br />Road Requirements on Page 28 of the proposed ordinance. <br />The Commissioners agreed to delete "Paved Road Requirements" <br />on Page 18 of the proposed ordinance and address it in the impact <br />fee ordinance. <br />Commissioner Bowman questioned the environmentally sensitive <br />areas as she did not see any mention made of the sand ridge being <br />critical to the County's water supply. She felt that the sand <br />ridge deserves recognition and should be spelled out as environ- <br />mentally sensitive land. <br />Director Keating explained that environmentally sensitive <br />land was addressed as it is defined in the Comprehensive Land Use <br />Plan, but Commissioner Bowman felt that the Comp Plan should be <br />amended also to include the sand ridge as an environmentally <br />sensitive area. <br />Chairman Lyons believed that could not be settled today <br />because it is so difficult to define and suggested that we do a <br />separate study with a recommendation to be brought back to the <br />Board. <br />The Commissioners agreed that if Commissioner Bowman came up <br />with a proposal, then the Commission would take it from there. <br />Director Keating recommended a change on Page 14 - Section <br />23.3.D.1 - Compliance with the County Thoroughfare Plan. Where <br />it states that the Indian River County Thoroughfare Plan shall <br />serve as the official guide for dedicating rights-of-way, <br />designing road improvements, etc., change "guide" to "standard". <br />Attorney Brandenburg recommended two changes: <br />Page 6 - 23.1_J - Payment of Requisite_ County_ Fees Add the <br />language to that paragraph "unless such fees are payable at other <br />times by applicable law." <br />29 <br />MAY'2 2 1985 Boar. b1 rnE �9 <br />
