was a terrible mess because when you turned a car, the grinding <br />motion of the wheels tore up the parking area. This particular <br />area is not meant to be a permanent parking area, and he believed <br />the Commission gave some discretion in this regard to Planning <br />staff in regard to non -permanent sales facilities. He did agree <br />that the trees are needed and must be put in. <br />Public Works Director Davis noted that the intent of the <br />ordinance when adopted was to allow infrequent use areas to have <br />grass parking; and grass parking was specified to prevent an <br />erosion problem. The intent was that grass on an infrequent use <br />type parking lot would have a week to rejuvenate and reestablish <br />itself. It appears what happened is that this is a large church, <br />and it goes beyond the "infrequent use" situation. Director <br />Davis sympathized but did not want a marl or shell lot that will <br />be a mess in the rainy season, and also erosion control is an <br />important measure to keep the drainage functioning properly. As <br />the church grows, he felt at some time they will have to have <br />some paved parking. <br />Commissioner Scurlock believed that the parking area is a <br />proposed future building site for an auditorium. <br />Reverend Buddy Tipton addressed the Planning Director's <br />statement that they haven't complied and stated that actually <br />there are 100 trees, which he proceeded to list by type. He <br />stated they will have another 25-30 cabbage palms put in to <br />replace the trees that they took out because they were killed by <br />the freeze. <br />Director Keating stated that yesterday staff counted about <br />75, but the plan did show many more trees than needed because it <br />showed all the citrus trees which have since been removed. He <br />noted that staff needs a revised plan, and Reverend Tipton <br />confirmed that they will have another plan drawn up. <br />Commissioner Bird inquired about the hedges, and Reverend <br />Tipton reported that they are in but for about a 50' strip across <br />the front. <br />104 <br />L_ JUN 5 1985 <br />Boor 1 FnE16 <br />
