The west side of Old <br />Dixie is developed predominately in single-family resi- <br />dences. <br />The existing C-lA zoning along Old Dixie Highway seems <br />unrealistic based on the existing land use pattern. Rezon- <br />ing the subject property to C-2 would allow the property to <br />be developed in similar land uses as other property along <br />the east side of Old Dixie but maintain commercial zoning <br />between the industrial zoning to the east and the single- <br />family zoning to the west. <br />Transportation Svstem <br />The subject property has direct access to Old Dixie Highway <br />(classified as a Secondary Collector street in the Thorough- <br />fare Plan). The maximum development of the subject property <br />under C-2 zoning would attract approximately 169 average <br />annual daily trips (AADT). Under the existing zoning, the <br />subject property could be redeveloped in uses that could <br />attract up to 1,358 AADT. Old Dixie Highway currently <br />carries 10,000 AADT between 4th and 8th Streets and 11,700 <br />AADT between 8th and 12th Streets. These volumes put Old <br />Dixie at level -of -service "C". <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Utilities <br />The subject property is not served by County wastewater <br />facilities. A County water main is located on the west side <br />of Old Dixie Highway. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and <br />Zoning Commission's recommendation, staff recommends <br />approval. <br />Chief Planner Shearer informed the board that the subject <br />property is immediately south of the property just rezoned, and <br />the property south of it already is zoned C-2. One of the lots <br />in it is zoned M-1; it was included because it is the same <br />ownership with some lots zoned C -1A, and it is desired to make <br />them all consistent. <br />The Chairman asked if anyone present wished to be heard. <br />There were none. <br />ON MOTION by Commissioner Scurlock, SECONDED by Commis- <br />sioner Bowman, Commissioner Bird being delayed, the <br />Board unanimously (4-0) closed the public hearing. <br />38 <br />
