The characteristics of a <br />neighborhood will also'be considered in determining <br />uses which will be allowed in a particular <br />neighborhood commercial node. <br />However, the Planning Department has proposed an amendment to <br />the Comprehensive Plan based on discussions of neighborhood <br />nodes at node workshops in 1983 and 1984. This proposed <br />amendment lists specific criteria for designating neighborhood <br />nodes, including limiting the size of neighborhood nodes to six <br />acres and requiring that neighborhood nodes be at least one <br />mile from any other neighborhood node, commercial node, <br />commercial/industrial node, hospital/commercial node, <br />tourist/commercial node or MXD area. <br />The subject property does not meet either of the criteria <br />listed above. The subject property is larger than the six acre <br />size limit and is only 4,793.4 feet (.91 miles) west of the <br />neighborhood commercial node located at the northwest corner of <br />the intersection of State Road 60 and is only 3,936.4 feet (.75 <br />miles) east of the First Bankers' facility located at 8055 20th <br />Street which has been considered the eastern boundary of the <br />I-95 and State Road 60 commercial/industrial node. <br />Transportation System <br />The subject property has direct access to State Road 60 <br />(classified as an arterial street on the Thoroughfare Plan) and <br />to 74th Avenue (classified as a secondary collector street). <br />The maximum development of the subject property as a <br />neighborhood commercial area could attract up to 6,887 average <br />annual daily trips. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Utilities <br />County water is available for the subject property. County <br />wastewater facilities are not currently available. <br />RECOMMENDATION <br />Based on the above analysis, particularly the facts that the <br />subject property meets neither the size nor distance criteria <br />proposed for establishing neighborhood commercial nodes, and <br />the Planning and Zoning Commission's recommendation, staff <br />recommends that this rezoning request be denied. <br />Richard Shearer, Chief of Long -Range Planning, recalled that <br />at last week's meeting the Board adopted an ordinance amending <br />the Comprehensive Land Use Plan limiting the size of neighborhood <br />nodes to 3 acres and requiring a minimum distance of one mile <br />with a variance procedure to allow neighborhood nodes to be <br />18 <br />M r <br />
