Keatinig, A THE BLUE CYPRESS <br />Planning & Developm t Director IMPROVEMENT DISTRICT <br />FROM: is and Shearer, AICP REFERENCES: Blue Cypress <br />Chief, Long -Range Planning RICH <br />It is requested that the information herein presented be given <br />formal consideration by the Board of County Commissioners at <br />their regular meeting of June 12, 1985 <br />DESCRIPTIONS & CONDITIONS <br />In the late 1950's, the Blue Cypress Lake Fish Camp was <br />established on the west shore of Blue Cypress Lake. This fish <br />camp was originally conceived as a 100 unit subdivision, located <br />on three fingers of land within Blue Cypress Lake. Its purpose <br />was to serve as a development of non -permanent residences, <br />primarily travel trailers and camping with tents. <br />In 1961, the fish camp was rezoned to C-1, a designation which <br />allowed mobile homes. From that time until 1971, various lots <br />were developed with either permanent residences or mobile homes. <br />In 1971, however, the zoning code was revised, deleting mobile <br />homes as a permitted use in the C-1 district. After 1971, most <br />activity occurring at the Blue Cypress Fish Camp was done with- <br />out County permits. <br />Beginning in the late 1970's, a number of problems were <br />identified in this area. Leaching from septic tanks, poor water <br />quality in the finger canals, and potential flooding problems <br />were identified. During this period, various structures were <br />built which conflicted with County zoning and land development <br />regulations. Finally, in 1982 the County adopted the land use <br />element of its comprehensive plan which designated this area as <br />environmentally sensitive. <br />Recently, the County has received several requests to build upon <br />several vacant lots in the subdivision. Because of the land use <br />designation, the environmental problems, and the substandard lot <br />sizes, the County has determined that a comprehensive solution <br />is needed to the problems in this area. Recognizing that an <br />undesirable situation currently exists in this area, the staff <br />has determined that various measures must be taken to resolve <br />current problems and prevent future problems in this area. <br />Prior to taking action to resolve these problems, however, it is <br />necessary to amend the Land Use Element of the Comprehensive <br />Plan and to. develop a specific zoning district applicable to <br />this area. <br />At this time, County <br />and map of the Land <br />establish a new land <br />Improvement District. <br />discussions among <br />is initiating a request to amend the text <br />Use Element of the Comprehensive Plan to <br />use designation entitled BCID, Blue Cypress <br />This proposed amendment is the result of <br />County staff, the Board of County <br />27 <br />��.� <br />JUN 12 195 Boos <br />
