JUN 121985 <br />BOOK 61 F°;GF?1A. <br />Commissioners, and affected property owners concerning problems <br />in the area and the appropriate procedures to resolve these <br />problems. <br />On May 9, 1985, the Planning and Zoning Commission voted 5 -to -0 <br />to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />This proposed Comprehensive Plan amendment was designed to <br />recognize the existing situation at Blue Cypress fish camp, <br />including the existing density of 10 units per acre and various <br />environmental problems, and establish general guidelines to <br />allow future development and redevelopment while providing for <br />mitigation of the environmental problems. This amendment is <br />necessary because the existing land use designation of the fish <br />camp and surrounding area is Environmentally Sensitive (up to 1 <br />unit/5 acres). Because the fish camp is on altered land at a <br />density of 10 units/acre, any proposed new zoning district for <br />this area could not be in conformance with the Environmentally <br />Sensitive land use designation and be able to provide reasonable <br />requirements for the future development of the subject property. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Richard Shearer, Chief of Long -Range Planning, explained <br />that there are two public hearings today involving Blue Cypress <br />Lake; the first is to amend the Comprehensive Land Use Plan to <br />provide for the Blue Cypress Improvement District (BCID) and the <br />second hearing is to amend the zoning to allow the District. <br />Chairman Lyons questioned the description of the Fish Camp <br />as being a "transient residential settlement" as used in Section <br />1 on Page 1 of the proposed ordinance, and suggested that be <br />changed to "recreational residential settlement" as it seems to <br />be inconsistent with the language in Item (5) on that same page <br />where it states that "Development or redevelopment shall <br />expressly exclude non-residential uses, including hotels or <br />motels." He wondered if we really want to make hotels and motels <br />completely non -conforming uses. <br />Director Keating explained that the reference to transient <br />was inserted to discourage permanent use of the existing <br />structures. Primarily, the intent was to indicate that the <br />structures would be second home and recreational uses of <br />single-family facilities. <br />28 <br />
