mended strategies for economic development. In addition, the <br />proposed plan contains an implementation matrix; identifying <br />which agencies have the responsibility for implementing each <br />of the specific economic development strategies. <br />On April 17, 1985, at a joint meeting of the County's Econom- <br />ic Development Committee and the Overall Economic Development <br />Plan Committee, the Economic Development Committee <br />unanimously endorsed the draft plan. At its final meeting on <br />May 29, 1985, the OEDP Committee formally adopted the draft <br />OEDP with minor changes and unanimously recommended it to the <br />Board of -County Commissioners for adoption. At that meeting, <br />the Committee also approved a motion requesting that the <br />Board of County Commissioners retain the OEDP Committee, <br />either in its present form or combined with the County's <br />Economic Development Committee, for purposes of promoting <br />economic development, preparing OEDP annual updates, and <br />undertaking such other functions as may be necessary. On <br />June 4, 1985, the Board of County Commissioners held.a public <br />workshop meeting on the draft OEDP, reviewed the document, <br />made several minor changes, and directed the staff to <br />schedule a public hearing on adoption of the plan. <br />ALTERNATIVES & ANALYSIS <br />The draft Overall Economic Development Plan provides a policy <br />guide for the County in relation to economic development. In <br />preparing the draft plan, the committee analyzed existing <br />County plans and policies as well as the County's current <br />regulations and requirements. Based upon these consid- <br />erations and the committee's varying interests and areas of _ <br />expertise, the committee identified various alternatives for <br />the proposed economic development objectives and strategies. <br />The committee then assessed the alternatives and developed <br />the final plan. <br />In analyzing the OEDP, it should be noted that the plan <br />provides the County with both objectives and strategies for <br />economic development. For the first time then, the County <br />will have adopted a statement of where it wants to go and how <br />it intends to get there in relation to economic development. <br />By proposing an overall plan designed to address the County's <br />existing unemployment problems, maintain its current quality <br />of life, and encourage limited, desirable, and compatible <br />economic growth, the draft plan establishes a framework <br />through which the County can pursue economic development <br />activities. As the County's first comprehensive effort to <br />address economic development, the draft plan has the advan- <br />tage of identifying problems and issues as well as setting <br />policies and strategies. This will ensure that the County <br />and the various other local agencies involved with economic <br />development work toward achieving common objectives by <br />pursuing consistent strategies. <br />RECOMMENDATION <br />The staff recommends that the Board of County Commissioners <br />formally adopt the OEDP and authorize the staff to transmit <br />copies of the plan to the Economic Development Administration <br />to obtain approval. <br />Director Keating noted that members of the OEDP Committee <br />are in the audience.
