_ M M <br />final approval, as well as authorize staff to adver- <br />tise immediately for proposals from golf course <br />architects for design and supervision of the con- <br />struction of the golf course. <br />Commissioner Scurlock commented that he was very skeptical <br />of this project at first, but he felt the Committee has done an <br />outstanding job with the assistance of the financial group, and <br />they now have convinced him that this can be done as proposed. <br />Commissioner Scurlock felt that we will be in big trouble, <br />however, if we don't pursue the ability of the golf course to <br />continue to fund itself and stressed the need to have a rate <br />structure that can be reviewed each year to keep this on a <br />self-sustaining basis. In addition, although he realized there <br />may be a need for some subsidizing in the beginning, he wanted a <br />commitment to paying back any monies used for such subsidization <br />as soon as it is appropriate to do so. Finally, he wanted a <br />commitment that the course will be designed and dedicated for <br />true public use and that it will not grow into something other <br />than that. <br />Commissioner Bowman noted that $200,000 is designated for <br />purchase of maintenance equipment, and she assumed that this is <br />mainly a one-time cost. She pointed out that if you factor this <br />into $521,000, you come up with a first year cost of over <br />$700,000, and the debt service is $265,000, which would leave us <br />about $132,000 in the hole the first year. Another thing that <br />concerned her is depending on Race Track and Jai Alai funds, <br />which leaves us at the mercy of the Legislature. <br />Administrator Wright explained that the Jai Alai Funds are <br />actually pari-mutuel wagering funds, and once they are committed <br />to a bond issue, the State cannot take them away without <br />replacing them with another revenue source.
