D <br />Chairman Lyons felt the Board had been unjustly accused by <br />Reverend Cartwright for taking no action over the years. He <br />pointed out that we had an arrangement with the Florida Health <br />Care people to put a facility in this area, make a place <br />available to the citizens of the community, and have someone <br />maintain the facility and pay the insurance to keep the facility <br />there for the purposes of the citizens of the Wabasso area. <br />Commissioner Wodtke confirmed that he brought this issue to <br />the Commission two or three times and that we have been trying to <br />get the Florida Health people to do what they said they would do. <br />In fact, he believed the Florida Health Care people came back to <br />the Board with the support of the Wabasso community to ask for an <br />extension of time, and he also believed an agreement about the <br />community utilizing the cafeteria was included in this agreement. <br />Commissioner Wodtke did agree we have gone on too long with the <br />Florida Health people, but also noted that there are problems <br />with the electrical wiring, etc.. <br />Attorney Brandenburg reported that our agreement with them <br />has been revoked, and the Douglas School facility is totally back <br />in the hands of the County again. <br />Chairman Lyons emphasized that if the Reverend felt we were <br />moving too slowly, he should have come to us sooner, but Reverend <br />Cartwright stated that he has been coming here for many years, <br />but it was always said there was no money available. <br />Commissioner Bird asked about maintenance, and Administrator <br />Wright felt that first the Board must realize that we have no <br />sewer and the permit has lapsed. We will need a septic tank; we <br />will have to meet Health Department standards on water and have <br />to make sure the building is safe for assembly occupancy; it will <br />have to be rewired and go through the Planning Department for a - <br />change of use. If the Board assigns this to the Civic Associa- <br />tion, these questions must be addressed, minimum standards must <br />be met, and the funding considered. <br />47 <br />JUN 19 1985 Booty U Faj '913 <br />
