WATERWAY & LOCATION: Indian River, Section 26, Township 32S, <br />Range 39E, on Jungle Trail Road. <br />WORK & PURPOSE: The applicant proposes to construct a 900' <br />revetment consisting of rock aggregate and coarse sand fill <br />held in place by stepped pilings and railroad ties. Total fill <br />material will consist of approximately 692 cubic yards. In <br />addition, the applicant proposes to construct six docks and a <br />shoreline walkway. The docks range in length to a maximum of <br />85' with°a total of 48 boat slips for the project. <br />ALTERNATIVES & ANALYSIS: <br />The Planning and Development Division reviews and submits <br />comments on dredge and fill -applications to the permitting <br />agencies based upon the following: <br />- The conservation & Coastal Zone Management Element of <br />the Indian River Comprehensive Plan; <br />- Coastal Zone.Management, Interim Goals, Objectives & <br />Policies for the Treasure Coast Region; and - <br />The Hutchinson Island Resource Planning & Management <br />Plan. <br />- The Code of Laws & Ordinances of Indian River County <br />The erosion control aspects of this project are the result of <br />the agreement between Florida Land Company and Indian River <br />County. As stipulated in the agreement, Florida-- Land Company <br />has agreed to stabilize the shoreline at their expense in <br />return for the County permitting the realignment of Jungle <br />Trail-. <br />In reviewing the environmental impacts of the project, staff <br />conducted field studies of the area and found no significant <br />benthic habitat communities. The river bottom adjacent to the <br />proposed project has been scoured by continuous boat wake <br />action. It is expected that no major damage to benthic habitat <br />will occur provided that during construction turbidity screens <br />are utilized. <br />Staff concurs with the 1:3 slope ratio vegetative plantings <br />proposed by the applicant for the stabilization project. <br />Staff, however, recommends that the applicant provides an armor <br />toe at the base to protect against wave washout. <br />The Indian River County Code of Laws and Ordinances provides <br />that docks be constructed as ancillary structures to existing <br />primary structures as defined by the zoning district. Pre- <br />sently, the property owned by Florida Land Company contains no <br />primary structures, thus the dockage project could not be site <br />plan approved by the Planning & Zoning Commission unless a <br />variance is granted by the Board of Adjustment. It is antici- <br />pated that the applicant will request a variance and submit a <br />application for review by the Planning Department. <br />The dockage project raises two issues which should be con- <br />sidered by the appropriate agencies in reviewing the D.E.R. <br />permit application. <br />1) compatibility of the proposed docks with existing <br />navigation; <br />2) cumulative impacts of this and other multiple dockage <br />projects proposed to be constructed along the jungle <br />trail area upon the Florida manatee. <br />36 <br />Roos <br />
