JUL 101985 <br />DESCRIPTION & CONDITIONS <br />I <br />BOOK 61 PAGE 4A <br />The Planning Department and the Public Works Division have <br />completed an analysis of the north barrier island's trans- <br />portation system As a result of this analysis, the staff has <br />identified several changes which should be made to the Thorough- <br />fare Plan which is part of the Transportation Element of the <br />Comprehensive Plan. If adopted, these changes would designate <br />additional collector roadways and alter future right-of-way <br />requirements for the affected roads. <br />On February 12, 1985, the Transportation Planning Committee <br />voted 6 -to -1 to recommend approval of these proposed amend- <br />ments. <br />On March 14, 1985, the Planning and Zoning Commission tabled <br />action on this request pending further analysis of the proposed <br />roads on the barrier island. - <br />On April 11, 1985, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of these proposed amendments. <br />On June 24, 1985, the !Planning Department received comments <br />from 'the Treasure Coast Regional Planning Council regarding <br />these proposed amendments. <br />ALTERNATIVES & ANALYSIS <br />The Planning Department and Public Works Division have worked <br />jointly to devise a system of collector roads for the north <br />part of the barrier island. These additions to the Plan are <br />necessary to ensure the acquisition of adequate right-of-way <br />for roads which will provide access to property west of A -1-A <br />that is presently land -locked (has no access to a road) or that <br />has access only to Jungle Trail (classified as a scenic road in <br />the Comprehensive Plan). <br />In preparing this system of roads to serve the north island, <br />the staff considered the alternative of establishing a system <br />of subdivision feeder roads which would not appear on the <br />Thoroughfare Plan map but would be established as these areas <br />developed. However, it was determined that the County will <br />need 80 feet of right-of-way to accommodate both the roadway <br />and the necessary drainage facilities. Designation of these <br />roads as secondary collectors will ensure that 80 feet is <br />obtained, while the feeder road alternative would provide for <br />the acquisition of only 60 feet. <br />A second proposed amendment to the Thoroughfare Plan is the <br />addition of First Street, between Old Dixie Highway and U.S.1, <br />as a secondary collector road. First Street is the only rail <br />crossing between Oslo Road and 4th Street and is carrying an <br />increasing traffic load. In addition, parcels fronting,First <br />Street, as well as other property in this areas are developing <br />as heavy commercial uses, producing a significant amount of <br />heavy truck traffic.. Redesignating First Street as a second- <br />ary collector street would establish 80 feet as the required <br />right-of-way. <br />After the public hearing on March 14, the staff met with some <br />of the property owners affected by the proposed new roads on <br />the island. This meeting resulted in one road being removed <br />from the proposed road system and rearranging the proposed road <br />system south of County Road 510. <br />RECOMMENDATION <br />Based on the above analysis, including <br />the Transportation Planning Committee <br />Commission, staff recommends approval. <br />34 <br />the recommendations of <br />and Planning and Zoning <br />
