JUL 10 1995 BooK 6 1 QA:fE472 <br />Mr. Fleckenstein reviewed the history of the area, which at <br />one time included Hibiscus Airport, noting that Mr. Pippin <br />originally built the existing building and ran a well drilling <br />business on the site, and even then in 1969, the County <br />Commission recognized there was residential in the area and he <br />only got his permit with the stipulation that he would maintain <br />his building in a residential type atmosphere. Now, in 1985, <br />this thing is a sore thumb and the proposed new building will <br />double the problem. Mr. Fleckenstein contended that the M-1 is <br />totally incompatible with the neighborhood, it has a negative <br />effect on.the surrounding real estate values, and to allow it to <br />expand is an affront to every citizen in the county, including <br />himself. <br />Mr. Fleckenstein continued to argue the parking situation, <br />the setback problems, the fact that Mr. Hiers operates three or <br />four businesses out of this one acre site, sells retail from the <br />site, and stores hazardous materials there. <br />Planning Director Keating addressed the points raised by Mr. <br />Fleckenstin re improper sideyard setbacks and the parking spaces <br />required. He pointed out that the required rearyard setback is <br />only 10' and the sideyard requirement of 30' is only required for <br />those buildings or structures containing material having <br />explosive capabilities. Staff was informed by Mr. Hiers that he <br />has no hazardous materials on the site, and unless staff is <br />presented with proof to the contrary, they rely on the statements <br />of the applicant. As to the parking spaces required, the <br />proposed use is considered comparable to a contractor's trades <br />office where retail sales are allowed as an accessory use, and <br />this only calls for one parking space per 500 sq. ft. of floor <br />area. <br />Mr. Fleckenstein stressed that right now there is an <br />overflow and inadequate parking.
